Local Authorities have a duty to exercise their functions with a view to ensuring the integration of educational provision, training provision with health care provision and social care provision where it thinks that this would promote the well-being of children or young people in its area who have special education needs or a disability (SEND), or to improve the quality of special educational provision in its area or outside its area for children it is responsible for who have special educational needs.
