This is a broad power granted to LAs to promote or improve the economic, social and environmental well-being of those within its area. In doing so, they must consider the broad goals and objectives within their community strategy and how this power will enable them to be achieved.
Section 2(4) enables authorities to work in partnership with other statutory bodies to achieve their functions and allows them to work together to provide services that meet the needs of their community.
